Question about buying the skills pack - Guild Wars Forums

I went to the guild wars store online and bought the core skills pack and the eye of the north skills pack. It said that it would unlocks all the skills for my heroes and PvP characters as well as make the skills availible for my PvE characters through skill trainers or tomes. Though when i click on a tome i still have the same skills listed to chose from, arent i suppose to have all the skills available now?
